Transport manager CPC
The certificate of professional competence for the transport manager on a standard licence.
This is general information for UK goods-vehicle operators. It is not legal advice. Use the official source on this page, and your operator licence conditions, before you rely on it.
What it is
A standard operator licence must have a transport manager who is professionally competent. Competence is usually shown by a transport manager certificate of professional competence (CPC). The person can be an internal manager or an external transport manager, and they must have a genuine link to the operation and enough time to do the job. Restricted licences do not require a transport manager CPC.
Who holds it
The named transport manager holds the CPC certificate. The operator should keep a copy with the licence records, together with the TM1 or other evidence of the link to the licence.
At a visit
A visit will check that the person named on the licence is still in post, still competent, and actually exercising continuous and effective management. A certificate in a drawer with no sign of oversight is a common problem.
