GPS Tracking vs Fleet Compliance Software: What Does Your Business Need?

Published 19/10/2026 · 4 min read

Clear difference between GPS vehicle tracking and UK fleet compliance software — what each job covers, what FleetPro sells separately, and how to choose without double-paying.

This is general guidance for UK transport managers and operators. It does not replace official DVSA or Traffic Commissioner guidance, your operator licence conditions, or legal advice.

Sales pages often blur “fleet software” into one blob. Transport managers who blur them either under-buy (map only, weak records) or over-buy (HGV telematics on vans that only needed a defect app). This guide splits the jobs cleanly and maps each to FleetPro without inventing a bundle.

Two different jobs

JobTypical questionsExample outputs
GPS trackingWhere is it? What route did it take?Live map, trips, geofences, optional CAN fuel
Fleet compliance softwareAre we legal and auditable?Walkarounds, defects, PMIs, licences, tacho analysis

A tracker does not create a safety inspection record. A compliance module does not show the live map. Operators licensed for goods vehicles still carry duties described in GOV.UK operator responsibilities and roadworthiness practice in the Guide to maintaining roadworthiness — whether or not GPS is fitted.

When GPS tracking is the right next buy

  • You struggle to locate vehicles for the next job or recovery
  • Customers ask for ETA evidence you cannot produce
  • You want trip history for disputes or utilisation
  • You are preparing an HGV telematics path (CAN/FMS or remote tacho enquiry)

FleetPro Tracking hardware is FMC003 (OBD plug-and-play — see live catalogue pricing) for vans/LCVs and FMC650 (from £89.99 ex VAT) for HGV-oriented hardwire — see FMC003 in the FleetPro shop and FMC650 in the FleetPro shop. Plans: Essential £6.99, Pro £9.99, HGV + Tacho £14.99 per tracker per month ex VAT.

When compliance software is the priority

  • Walkaround checks and defect reporting are still paper or scattered photos
  • PMI and maintenance evidence is hard to retrieve for an audit
  • Driver licence checks are irregular
  • Tachograph files are downloaded but analysis is late or incomplete

Many businesses need both — bought separately

A growing fleet often runs compliance software for every in-scope vehicle and tracking on the vehicles where location pays for itself. That is normal. What fails is assuming one invoice covers both, or that HGV + Tacho tracking replaces tachograph analysis.

Remote tachograph download (enquiry / coming soon on remote tachograph download) is an intended FMC650 + HGV + Tacho file-transfer path when available. Analysis remains a separate compliance job.

Decision checklist

  • List the audit risk you must close this quarter (records vs location)
  • Budget Tracking hardware/plans separately from Core / Compliance software
  • Assign FMC003 to vans and FMC650 to HGV telematics needs
  • Do not treat the live map as proof of walkarounds or hours compliance
  • Enquire about remote download only when FMC650 installs are in scope

Three common decision paths

Van-heavy small business

Prioritise walkaround/defect discipline if paper is chaotic; add FMC003 tracking on Essential when dispatch pain outweighs map cost. Leave HGV + Tacho alone until you have goods vehicles that need it.

O-licence HGV operator without GPS

Stabilise maintenance and tachograph analysis first — see HGV compliance and tachograph compliance. Add FMC650 tracking when utilisation, theft or an intended remote-download enquiry justifies hardware.

Already tracked, weak records

Do not buy another tracker brand to “fix compliance”. Buy or configure compliance software and process. The map will not invent PMI certificates.

Questions operators ask

Can GPS replace compliance software?

Do I need tracking to be compliant?

Not as a general legal rule. You need effective systems for the duties that apply to you. Tracking is optional visibility unless your own policies require it.

Is Tracking included in Complete?

Treat Tracking hardware and plans as separate from Core / Compliance / Complete packages unless a live offer explicitly says otherwise. Check pricing and fleet GPS tracking.

Where does remote tacho sit?

Enquiry / coming soon via remote tachograph download — intended FMC650 + HGV + Tacho only.
